Take the imperfect subjunctive of haber and add a participle. The result expresses an action that didn't happen, viewed from a point in the past — the grammar of regret, reproach and missed chances.

The reproach construction. Haberlo dicho antes or podrías habérmelo dicho both carry the same sting as deberías habérmelo dicho — "you could have told me." Native speakers use these constantly, and they're a clear marker of advanced command.
Hubiera can replace habría. In the main clause of a type 3 conditional both work: Si hubiera sabido, te hubiera llamado = te habría llamado. The reverse is not true — habría can never go in the si clause.
